Amends Section 19-862 to allow county boards of commissioners to appropriate public defense funds from the justice fund, current expense fund, or as nonmedical indigent assistance under Chapter 34, Title 31, Idaho Code.

Allows counties that establish and maintain a public defender office to accept private contributions toward the office's support.

Amends Section 31-3403 to revise the definition of "nonmedical assistance" to include provision of public defender services.

Amends Section 63-805 to explicitly authorize counties to levy property taxes for general county purposes including the provision of public defender services, with maximum levy of 0.26% of market value or $250,000, whichever is greater.
