Appropriates $7,825,800 to the Public Employee Retirement System of Idaho for the fiscal period July 1, 2016, through June 30, 2017, comprising $4,879,300 in personnel costs, $2,723,600 in operating expenditures, and $222,900 in capital outlay.

Retirement Administration receives $6,856,700 from the PERSI Administrative Fund ($6,795,900) and Judges' Retirement Fund ($60,800).

Portfolio Investment Program receives $969,100 from the PERSI Special Fund for administrative costs.

Limits the Public Employee Retirement System of Idaho to no more than 66 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Establishes that Portfolio Investment Program appropriations are for administrative costs only, while other investment expenses are perpetually appropriated to the Public Employee System Board.
