Appropriates $1,808,200 to the Division of Human Resources for fiscal year 2017 (July 1, 2016 through June 30, 2017), comprised of $1,158,400 for personnel costs and $649,800 for operating expenditures.

Authorizes the Division of Human Resources no more than 12 full-time equivalent positions during the fiscal year 2017 period, unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increases.

Requires the Division of Human Resources to pay the Division of Career Technical Education for statewide management and human resources training costs equal to the Miscellaneous Revenue Fund expenditures in fiscal year 2017 within the Related Services Program, minus any unencumbered balance as of June 30, 2016.

Directs the Division of Human Resources to maintain the current salary structure for fiscal year 2017 and continue job classifications currently on payline exception to address specific employee recruitment or retention issues.
