Creates a new civil action for protection orders against malicious harassment, stalking, or telephone harassment in Idaho's magistrate courts based on conduct occurring within 90 days before filing.

Requires courts to hold hearings within 14 days of petition filing and may issue protection orders for up to one year if evidence shows the conduct is likely to continue and cause irreparable injury.

Authorizes courts to prohibit contact, require distance restrictions up to 1,500 feet, and impose other court-ordered restrictions on the respondent.

Establishes ex parte temporary protection orders effective for up to 14 days when immediate relief is needed, with full hearings scheduled within 14 days.

Eliminates all filing fees, service fees, hearing fees, and bond requirements for protection order proceedings under these new provisions; violations are misdemeanors punishable by up to one year in jail and fines up to $5,000.
