Suspends firearm rights during imprisonment and parole/probation for persons sentenced to Idaho state board of correction, with limited exceptions for non-political civil rights.

Permanently denies firearm rights upon final discharge for persons convicted of treason or 40 enumerated felonies including murder, rape, robbery, kidnapping, drug trafficking, and terrorism.

Applies permanent firearm denial to all murder and voluntary manslaughter convictions if the offense involved use of a firearm, regardless of conviction date.

Allows persons denied firearm rights to apply to the commission of pardons and parole for restoration, but commission cannot accept applications until 5 years after final discharge and cannot restore rights for first-degree murder or second-degree murder.

Extends the same firearm denial provisions to persons convicted of equivalent felonies in other states or jurisdictions upon their final discharge in Idaho.
