Appropriates $2,233,804,500 to the Department of Health and Welfare for Medicaid programs for fiscal year 2017 (July 1, 2016 through June 30, 2017), distributed across Medicaid Administration and Medical Management ($71.7 million), Coordinated Medicaid Plan ($556.2 million), Enhanced Medicaid Plan ($931.2 million), and Basic Medicaid Plan ($674.7 million).

Authorizes a maximum of 209 full-time equivalent positions for the Medicaid Administration and Medical Management Program, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Prohibits transfer of trustee and benefit payments funds to other expense classes, but permits transfers exceeding 10% among Coordinated Medicaid Plan, Enhanced Medicaid Plan, Basic Medicaid Plan, and Medicaid Administration and Medical Management Program.

Requires monthly Medicaid tracking reports comparing budgeted to actual expenditures and forecasted costs to Legislative Services Office and Division of Financial Management, plus monthly forecasts of next fiscal year's anticipated trustee and benefit expenditures.

Mandates biannual reports on managed care implementation progress (due December 31, 2016 and June 30, 2017) and annual reports on flexible receipt authority needs to be held in reserve for noncognizable receipts.
