Senate Bill 1404 - Idaho Unborn Infants Dignity Act

• Prohibits the sale, transfer, distribution, donation, or use of aborted infant remains, with criminal penalties of up to $10,000 fine and 5 years imprisonment for violations.

• Bans use of aborted infant remains or embryonic stem cells in research and experimentation by Idaho institutions receiving public funds, with exceptions for diagnostic/remedial procedures, pathological study, and pre-July 1, 2016 research projects.

• Requires written informed consent from the mother before remains from miscarriage or stillbirth can be used in research, with full disclosure of any physician financial interests.

• Establishes voluntary miscarriage certificates filed with the state registrar at parental request, and requires institutions to notify mothers of their right to obtain and direct disposition of deceased unborn infant remains.

• Creates civil liability for unlawful disposition or experimentation on unborn infants and mandates minimum one-year license suspension for health care providers convicted of violations.
