Appropriates $2,898,300 from the General Fund to the Commission for Pardons and Parole for fiscal year 2017 (July 1, 2016 through June 30, 2017), with $2,356,000 for personnel costs, $519,300 for operating expenditures, and $23,000 for capital outlay.

Appropriates an additional $70,700 from the Miscellaneous Revenue Fund for operating expenditures, bringing the total appropriation to $2,969,000.

Limits the Commission for Pardons and Parole to no more than 33 full-time equivalent positions during the fiscal year 2017 period, unless specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any positions authorized beyond the 33-position limit.
