Appropriates $142,000 from the Capitol Commission Operating Fund for operating expenditures and $2,200,000 from the Capitol Maintenance Reserve Fund for capital outlay to the Idaho State Capitol Commission for fiscal year 2017 (July 1, 2016 through June 30, 2017).

Transfers $200,000 from the Capitol Maintenance Reserve Fund to the Capitol Commission Operating Fund on July 1, 2016, or as soon thereafter as practicable.

Reappropriates any unexpended and unencumbered balances from the Capitol Commission Operating Fund's fiscal year 2016 appropriation for nonrecurring expenditures during fiscal year 2017.

Requires the Department of Administration director to prepare a maintenance schedule for the Idaho State Capitol Building and present it to the Legislative Council in fall 2016, including both an annual plan and a five-year plan for routine maintenance, repairs, and upkeep of the Statehouse and its grounds.
