Appropriates $240,321,600 to the Department of Correction for fiscal year 2017 (July 1, 2016 through June 30, 2017) from multiple fund sources including General Fund, Inmate Labor Fund, and Penitentiary Endowment Income Fund.

Allocates funding across seven major divisions: Management Services ($15,286,200), State Prisons ($118,925,000), County & Out-of-State Placement ($11,460,000), Correctional Alternative Placement ($9,748,200), Community Corrections ($32,295,000), Community-Based Substance Abuse Treatment ($7,811,900), and Medical Services ($44,795,300).

Funds ten state correctional institutions and facilities including prisons in Boise, Orofino, and Cottonwood, plus women's correctional centers and work camps.

Limits the Department of Correction to a maximum of 1,972.85 full-time equivalent positions during the fiscal year, with any additional positions requiring specific Governor authorization and Joint Finance-Appropriations Committee notification.
