Appropriates $55,839,000 additional funds to the Idaho Transportation Department for fiscal year 2016 and $655,885,100 for fiscal year 2017 across multiple programs including highway operations, contract construction, aeronautics, and motor vehicles.

Authorizes the Idaho Transportation Department to employ no more than 1,678 full-time equivalent positions during fiscal year 2017, with any increases requiring Governor authorization and Joint Finance-Appropriations Committee notification.

Directs the State Controller to transfer $25,000 from the State Highway Fund to the Tourism and Promotion Fund for Gateway Visitor Centers and $32,900 to the Local Highway Trust Fund to offset Idle Pool Portfolio losses in fiscal year 2016.

Authorizes the Idaho Transportation Board to transfer up to $4,800,000 from the State Highway Account to the GARVEE Debt Service Fund as the state match for approximately $53,408,200 in federal bond payments for fiscal year 2017.

Reappropriates unexpended and unencumbered balances from fiscal year 2016 in the State Highway Fund Contract Construction and Right-of-Way Acquisition Division and Strategic Initiatives Program Fund for nonrecurring expenditures through June 30, 2017.
