Appropriates $180,000 from the General Fund to the Idaho Commission for Libraries for reimbursement of non-E-rate Internet service provider charges for public libraries through June 30, 2017.

Transfers $5,000,000 from the General Fund to the Higher Education Stabilization Fund, Community College Start-up Account, and appropriates the same amount to the Office of the State Board of Education for the fiscal year ending June 30, 2017.

Transfers $2,700,000 from the General Fund to the Broadband Infrastructure Improvement Grant Fund and appropriates the same amount to the Superintendent of Public Instruction for trustee and benefit payments through June 30, 2017.

Transfers $2,000,000 from the General Fund to the STEM Education Fund and appropriates the same amount to the STEM Action Center for operating expenditures through June 30, 2017.

Appropriates $99,000 from the General Fund to the STEM Action Center for personnel costs ($82,500), operating expenditures ($12,500), and capital outlay ($4,000) and increases the STEM Action Center's full-time equivalent position authorization by one position for the period July 1, 2016 through June 30, 2017.
