Amends Joint Rule 18 to restructure requirements for statements of purpose and fiscal notes that must accompany all bills introduced in either house of the Idaho Legislature.

Requires statements of purpose and fiscal notes to include identification of a contact person and may be combined into a single document.

Specifies that fiscal notes must contain the proponent's full fiscal year projected increase or decrease in appropriations and revenues, with statement of reasons if no fiscal impact is projected.

Establishes that statements of purpose and fiscal notes are not statements of legislative intent and cannot be used outside the legislative process, including judicial review, and must contain a specific notice to this effect.

Allows either house to revise statements of purpose or fiscal notes before final action on the bill and permits committee members to challenge sufficiency of these documents prior to committee action.
