Amends Rule 20 of the Idaho Senate Rules relating to committee procedures and operations during the Second Regular Session of the Sixty-third Idaho Legislature

Establishes that a committee chair's decisions are final and not subject to appeal to the committee, with the committee prohibited from appealing a chair's ruling to the Senate or its Presiding Officer

Clarifies that the prohibition on committee appeals to the Senate does not limit provisions of Senate Rule 14(E)

Retains requirements for committee quorum (majority of membership), open meetings with public participation rights, and executive session procedures requiring 24-hour notice and two-thirds vote

Specifies that committee chairs decide all questions of order related to witness testimony and decorum, and may overrule objections to testimony or disallow further testimony to maintain order
