Adds requirement that massage therapy license applicants obtain and submit a satisfactory fingerprint-based criminal history check of the Idaho central criminal database and the federal bureau of investigation criminal history database.

Requires endorsement licensure applicants (those licensed in another state) to submit the same fingerprint-based criminal history check before receiving a license without examination.

Establishes July 1, 2018 deadline for existing licensees who were granted licenses without the criminal history check to obtain and submit the required fingerprint-based criminal history check to the board.

Clarifies that massage therapy licenses must be renewed and may be reinstated within five years after expiration in accordance with section 67-2614, Idaho Code.
