Amends Idaho Code Section 23-908 regarding liquor license form, authority, expiration, and limitations.

Defines "actual use" requirements for incorporated city liquor by the drink licenses: license must be prominently displayed, establishment must be open to public at least 20 hours per week during specified times, and licensee must make at least 20 sales of liquor by the drink per week.

Corrects code references and technical language throughout the section, including changing "indorsed" to "endorsed," "pendancy" to "pendency," and "good will" to "goodwill."

Requires new licenses issued on or after July 1, 1980 to be placed into actual use by original licensee at time of issuance and remain in use for at least 6 consecutive months or be forfeited to the state.

Maintains existing provisions regarding license transfers, including 10% transfer fee for sales and 50% of annual license fee for non-sale transfers, with exemptions for transfers between spouses, to heirs, within partnerships, or within families.
