Establishes the Adult Postsecondary Completion Scholarship program to increase the number of Idaho citizens with postsecondary degrees or credentials and remove financial barriers for adult learners returning to college.

Defines eligible students as Idaho residents enrolled or applying to eligible institutions who have earned at least 24 postsecondary credits, have not previously completed an undergraduate degree or certificate, or are reentry students with a 3-year or greater gap in postsecondary education.

Grants preference to military veterans, including National Guard and Reserve members who are no longer eligible for other state or federal education tuition assistance.

Caps scholarship awards at the actual educational costs (tuition, fees, books, and related expenses) determined annually by the State Board of Education, with payments made directly to institutions rather than to students in advance.

Requires institutions to remit prorated tuition or fee balances to the State Board if a student becomes ineligible or discontinues attendance before the end of a covered term, and mandates annual evaluation of program effectiveness by the State Board.
