Creates the Secure Treatment Facility Act, authorizing the Idaho Department of Health and Welfare to establish and operate a secure treatment facility for adults with intellectual or developmental disabilities who pose a substantial threat to others' safety.

Facility must include locked grounds and units, alarms, monitoring cameras, suicide-resistant interiors, and restricted access to potential weapons.

Admission requires a court finding that the person has a developmental disability, is an adult, meets criminal or civil commitment criteria under Idaho law, and presents a substantial threat to others' safety.

Director or designee has authority to admit, discharge, and redisposition patients; patients may appeal readmission to secure facility within 30 days if previously moved to a less restrictive setting.

Patients retain civil rights under existing Idaho law except those limited by court order or restricted by the treatment team in their treatment plan, and treatment over a patient's objection requires documentation sent to the committing court.
