Amends Idaho Code Section 34-1501 to require the Secretary of State to prepare presidential elector certificates according to the national popular vote agreement when it governs in a particular year.

Creates new Chapter 16, Title 34, Idaho Code, enacting the Agreement Among the States to Elect the President by National Popular Vote into Idaho law.

Agreement takes effect when states possessing a majority of electoral votes (269 votes) enact it in substantially the same form, with the Secretary of State designated as Idaho's chief election official.

Presidential electors shall be appointed based on the national popular vote winner determined by aggregating votes from all member states, rather than Idaho's statewide results alone.

Any member state may withdraw from the agreement except within 6 months before the end of a presidential term, and the agreement terminates if the Electoral College is abolished.
