Establishes the "Motor Voter Act" allowing eligible electors to register to vote when applying for driver's licenses, license renewals, license corrections, or identification cards at Idaho Division of Motor Vehicles offices.

Requires driver licensing offices to forward completed voter registration applications to county clerk offices on a weekly basis and on the business day prior to registration closing.

Permits electors to opt out of voter registration at driver licensing offices and allows registration applications submitted during registration closure periods to be held pursuant to existing law.

Enables electors to select political party affiliation or designate themselves as "unaffiliated" on registration applications, with county clerks recording unaffiliated status for those who fail to make a selection.

Modifies poll book procedures to include party affiliation or "unaffiliated" designation and requires unaffiliated electors to declare their primary election ballot choice at the polls.
