Updates the governor's appointment of the workforce development council to align with federal workforce innovation and opportunity act requirements rather than the outdated workforce investment act.

Modifies provisions for youth employment and job training programs to reference the workforce innovation and opportunity act as the source of federal funding eligibility.

Makes technical corrections throughout the affected sections, including changing "which" to "that" in multiple places to improve grammatical consistency.

Ensures Idaho's unemployment insurance law and related programs remain compliant with current federal workforce development legislation and regulations.
