Adds "sexual orientation" and "gender identity" to Idaho's civil rights protections in employment, public accommodations, real property transactions, and education.

Defines "gender identity" as a person's actual or perceived gender identity, appearance, mannerisms or other characteristics, with or without regard to the person's sex at birth.

Defines "sexual orientation" as a person's actual or perceived orientation as heterosexual, homosexual, bisexual or asexual.

Prohibits discrimination based on sexual orientation or gender identity by employers, employment agencies, labor organizations, places of public accommodation, educational institutions, and in real estate transactions and financial assistance.

Applies sexual orientation and gender identity protections alongside existing protections based on race, color, religion, sex, and national origin.
