Amends Idaho Code Section 33-2107A to require upper division courses and programs offered by community college districts to be subject to approval pursuant to section 33-107(8).

Provides preference for admission to upper division programs to students who have been district residents for at least one year or who have completed the first two years of college.

Changes terminology in Sections 33-2107A, 33-2107B, and 33-2107C from "junior community college" to "community college" and corrects related capitalization and grammar throughout.

Permits community college districts exercising upper division powers to remove the word "Junior" from their official designation.

Maintains existing criteria for urban area districts authorized to offer upper division programs: market value for assessment purposes of at least $350,000,000 and population of at least 90,000 persons in the county where the college is located.
