Creates an independent public charter school commission composed of 7 members located in the office of the state board of education.

Appoints 3 members by the governor (subject to senate confirmation), 2 members by the speaker of the house of representatives, and 2 members by the president pro tempore of the senate.

Establishes a transition sequence for appointments made on or after July 1, 2013: the first four appointments shall alternate between the speaker and president pro tempore, followed by three appointments by the governor.

Sets commission member terms at four years with a maximum of two consecutive four-year terms; subsequent appointments must be made by the same authority that appointed the previous commissioner.

Requires commission members to be U.S. citizens and Idaho residents for at least 2 years, with demonstrated expertise in public and nonprofit governance, management, finance, school leadership, and charter school education.
