Adds Chapter 59 to Title 19 of Idaho Code to establish requirements for state and local governmental entities regarding immigration law enforcement and compliance with federal immigration detainers.

Prohibits peace officers from stopping vehicles or conducting searches solely to enforce federal immigration law unless acting at the request of federal law enforcement or under a delegated authority agreement with the federal government.

Requires law enforcement agencies to review federal immigration databases within 48 hours of arrest for individuals unable to provide proof of lawful presence, notify judges of unlawful immigration status, and comply with immigration detainers issued by U.S. Immigration and Customs Enforcement.

Prohibits governmental entities from adopting policies that discourage immigration enforcement and prevents officers, corrections staff, magistrates, and prosecutors from being restricted from inquiring into immigration status or cooperating with federal immigration authorities.

Authorizes the state attorney general to file complaints against entities with policies discouraging immigration enforcement and allows denial of sales tax distribution funds to non-compliant entities following a final judicial determination by January 1, 2018.
