Transfers authority for public works construction management licensing from the Public Works Contractors License Board to the Idaho Division of Building Safety Administrator.

Eliminates interim licenses issued during the one-year transition period and replaces them with temporary licenses for applicants with valid licenses from other states with substantially similar requirements.

Authorizes the Administrator to issue Certificates of Authority to firms providing construction management services, requiring designation of licensed construction managers in responsible charge and immediate notification if those managers cease employment.

Establishes the Administrator's authority to impose disciplinary actions including fines up to $20,000 per violation, administrative costs, and probationary conditions for fraud, incompetence, unlicensed practice, or violations of chapter provisions.

Allows the Administrator to bring injunctive relief actions in district court against persons violating the chapter and to collect licensing fees not exceeding $200 for examinations, renewals, reinstatements, and certificate issuance.
