Revises exemption for property owners performing electrical work to specify work may be done "in or on" the owner's primary or secondary residence, associated outbuildings, or land associated with the entire property on which those buildings sit.

Clarifies that plumbing and HVAC licensees may install electrical connections and circuitry for water heaters and HVAC equipment with specific limitations, including a maximum 50-foot circuit length and requirement that disconnects be in sight from the unit.

Allows HVAC licensees to install control wiring of 24 volts or less for HVAC equipment of 5 tons or less in capacity, while plumbing certificate holders are prohibited from installing any control wiring in HVAC equipment.

Provides that plumbing or HVAC installation permits issued by the Idaho division of building safety satisfy electrical permitting and inspection requirements if all required permit fees have been paid.

Declares an emergency, making the act effective upon passage and approval.
