Revises the definition of "dessert wine" to clarify that wines designated as "sherry," "madeira," or "port" with 16-24% alcohol by volume are not spirit-based beverages for regulatory purposes.

Removes the requirement that applicants for retail wine licenses or wine by the drink licenses must possess a retail beer license issued by the director.

Exempts licensed wineries from needing a retail beer license as a prerequisite to obtain a separate retail wine license or wine by the drink license for sales at the winery's original or other licensed premises.

Requires fingerprint-based criminal history checks of both Idaho central criminal history database and federal bureau of investigation database for all applicants seeking wine licenses.

Declares the act an emergency measure effective immediately upon passage and approval.
