Authorizes the Idaho Real Estate Commission to issue a nontransferable cooperative license to out-of-state brokers to work with Idaho designated brokers on single commercial real estate transactions.

Requires cooperative license applicants to submit certified license history, proof of errors and omissions insurance, consent to service, and identification of the cooperating Idaho broker; maintains applicant's active license status as a prerequisite.

Limits cooperative licenses to 12 months from issuance and prohibits renewal; requires out-of-state brokers to work through the Idaho broker who maintains control of the transaction and all client funds.

Permits only one out-of-state broker to cooperate with one Idaho broker per transaction, though an out-of-state broker may hold multiple cooperative licenses for different commercial transactions simultaneously.

Adds definitions for "out-of-state broker," "out-of-state sales associate," and "commercial real estate" to Idaho Code Section 54-2004, and authorizes the commission to establish a cooperative license fee through administrative rule.
