Amends Idaho Code Section 33-3601 to clarify that references to "Territories of Alaska and Hawaii" in the Interstate Compact for Western Regional Cooperation in Higher Education mean the "States of Alaska and Hawaii"

Ratifies the existing Interstate Compact for Western Regional Cooperation in Higher Education among Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, Wyoming, Alaska, and Hawaii

Establishes the Western Interstate Commission for Higher Education with three resident members from each compacting state or territory, including at least one educator in higher education

Authorizes the Commission to enter into contractual agreements with educational institutions and compacting states to provide graduate and professional education in fields including dentistry, medicine, public health, and veterinary medicine

Requires equal apportionment of operating costs among all compacting states and territories and allows withdrawal by any state with two years' notice
