House Bill 121 Summary

• Private driver training businesses must obtain an annual license from the board that expires on the license issue date and requires annual renewal.

• License applications must include a satisfactory fingerprint-based criminal history check of both Idaho central criminal database and federal bureau of investigation database, plus business location, certificate of occupancy, automobile insurance certificate, and list of licensed instructors.

• Board-approved curriculum must include at least 30 hours of classroom instruction, at least 6 hours of behind-the-wheel practice driving, and at least 6 hours of observation.

• Licensed driving businesses and instructors are exempt from title 33, Idaho Code driver education regulations as long as their license is current and valid.

• Each driving business employee and person under its control who provides driver education must be licensed as a driving instructor or permitted as a driving instructor apprentice.
