Revises exemption for homeowner electrical installations to clarify that renewable power generation connected to the community power grid requires pre-plan review and approval from local jurisdictions prior to permit purchase.

Modifies language in Section 54-1016(2)(a) of Idaho Code to specify that property owner noncommercial electrical work exemption applies to primary or secondary residences and associated outbuildings or land on the entire property.

Maintains existing exemptions for utilities, telephone companies, maintenance electricians, and licensed professionals (HVAC and plumbing) performing specified electrical work within defined parameters.

Declares an emergency, making the act effective immediately upon passage and approval.
