Amends Section 59-1302 of Idaho Code to revise the definition of "employer" in the Public Employee Retirement System.

Adds requirement that all new employers added to the public employee retirement system must be in compliance with internal revenue regulations governing governmental retirement plans, effective on the date the act becomes law.

Retains existing definition that "employer" means the state of Idaho or any political subdivision or governmental entity that has elected to participate in the system.

Declares an emergency, making the act effective immediately upon passage and approval.
