Increases the percentage of Highway Distribution Account funds allocated to local units of government in incremental steps from 38% in fiscal year 2018 to 40.5% thereafter, with corresponding decreases to the state highway account from 57% to 59.5% thereafter.

Reduces funding to the law enforcement account in declining steps from 5% in fiscal year 2018 to 1% in fiscal year 2022, with no allocation thereafter.

Directs that new revenues from registration fee and electric/hybrid vehicle fee increases under House Bill No. 312 be apportioned 40% to local units of government and 60% to the state highway account.

Requires the state controller to remit funds to local units of government quarterly on January 25, April 25, July 25, and October 25 of each year.

Takes effect July 1, 2018.
