Creates new Chapter 58 in Title 54 of Idaho Code establishing the "Medical Laboratory Science Practice Act" to regulate medical laboratory practitioners through a state licensing system.

Requires licensure effective July 1, 2018 for medical laboratory scientists or technologists, medical laboratory technicians, and categorical medical laboratory scientists; establishes separate qualification requirements for each license type including education, certification exam passage, and relevant work experience.

Establishes a five-member Medical Laboratory Board appointed by the governor (four licensed practitioners and one public member) to enforce licensing requirements, adopt rules, investigate violations, and impose disciplinary actions including license suspension or revocation with civil penalties up to $1,000.

Sets licensing fees including $25 application fee, up to $100 initial licensure fee, up to $100 renewal fee, and up to $50 temporary license fee; deposits all fees into the occupational licenses account.

Provides exemptions from licensure for persons licensed under other chapters, federal and state employees performing lab work, educators and researchers, students in accredited programs, persons performing waived tests, and point-of-care testing personnel under specific supervision requirements.
