Amends Section 54-1222 of Idaho Code to clarify that persons who represent they employ licensed professional engineers or land surveyors when those persons are not actually licensed are guilty of a misdemeanor.

Adds specific code reference to Section 54-1202, Idaho Code in the statute to define the scope of professional engineering and land surveying practice.

Exempts unlicensed surveyors and engineers, and their employers, from penalties when hired to testify or serve as consultants in legal actions or other proceedings in Idaho.

Maintains existing enforcement provisions making the Attorney General responsible for prosecuting unlicensed practice violations, with reimbursement of fees and expenses by the board.
