Changes steelhead trout and anadromous salmon permit contributions from $4.00 to 50% of each permit sold, with proceeds funding parking areas, access sites, boat ramps, sanitation facilities, and research in salmon and steelhead fishing areas.

Modifies the eighth class license (comprehensive hunting and fishing package) contribution from $4.00 to $5.50 for steelhead and anadromous salmon permit purposes under Section 36-111(1)(a).

Maintains existing $2.00 contribution from combination hunting and fishing licenses for acquiring big game ranges and upland bird and waterfowl habitats, with class 4 and class 7 licenses exempted.

Retains $1.50 contribution from pronghorn antelope, elk, and deer tags with at least 75 cents directed to a separate feeding account for supplemental winter feeding, available only upon director declaration of a feeding emergency.

Makes codifier's corrections to Section 36-406 regarding resident fishing, hunting, and trapping license classifications and fee structures.
