Amends Section 67-818, Idaho Code, to assert state primacy over management of fish, wildlife, and water resources.

Prohibits introduction or reintroduction of federally listed aquatic or terrestrial species onto state lands or into state waters without state consultation and approval.

Establishes the Office of Species Conservation within the governor's office with an administrator appointed by and subject to confirmation by the state senate.

Designates appropriate state agencies for managing different resources including the Department of Fish and Game for wildlife, Department of Lands for timber and mining, and Department of Water Resources for water rights.

Does not supersede Idaho's constitutional water rights under Article XV, Section 3, or existing water law in Title 42, Idaho Code.
