Amends Section 36-906 of Idaho Code to exempt the Hells Canyon hydroelectric project from fishway requirements that normally apply to dams and obstructions restricting fish passage in Idaho streams.

Removes the obligation for the Hells Canyon project owner to install and maintain fishways at their expense that would accommodate seasonal fish movements up and down the stream.

Eliminates the requirement that fishway plans and specifications for the Hells Canyon project be approved by the director and incorporated into the dam's overall design prior to construction.

Leaves all other provisions of Section 36-906 intact, including requirements for fish screening in water diversions and the director's authority to order installation of screens and fishways at other locations.
