Amends Idaho Code Section 19-4705 to revise the apportionment of fines and forfeitures for violations of state motor vehicle laws, driving privilege laws, and driving under the influence offenses.

Changes the district court fund allocation from "twenty-two and one-half and forty-five percent (22 1/2 45%)" to "and forty-five percent (45%)" by removing the redundant "twenty-two and one-half" language.

Clarifies that the remaining allocation structure includes 10% to state treasurer (86% general fund, 14% peace officers standards and training fund), 45% to highway distribution account, and 22.5% to public school income fund.

Maintains existing provisions for city law enforcement arrests or citations, which direct 90% of fines to the city whose officer made the arrest or issued the citation.

Does not affect apportionment rules for fish and game violations, county or city ordinances, or other violation categories.
