Creates the Adult Postsecondary Completion Scholarship program to increase Idaho citizens with postsecondary degrees or credentials and support part-time attendance while removing financial barriers.

Eligible students must be Idaho residents, enrolled or applying to an eligible institution, postsecondary undergraduates with no prior undergraduate certificate or degree, have earned at least 24 postsecondary credits with a 2.0 GPA or higher, or be reentry students with a 3-year or longer gap in pursuing postsecondary credits.

Scholarship awards cannot exceed actual educational costs at the eligible institution as determined by the state board and must be paid directly to institutions rather than students in advance.

Military veterans, including National Guard and Reserve members, may receive preference in the award selection process.

Students who discontinue attendance before semester end must have payments remitted back to the opportunity scholarship program account and become ineligible for future participation, though leave of absence is permitted for military service or medical reasons.
