Removes language from Section 34-106 that allowed elections to fill U.S. House vacancies to be held as provided in the governor's proclamation, subject to the two-election-per-year limit.

Amends Section 34-704 to specify that federal candidates must file declarations of candidacy between 8 a.m. on the twelfth Monday preceding the primary election (or special primary election if applicable) and 5 p.m. on the tenth Friday preceding the election.

Revises Section 59-911 to require the governor to appoint specific dates for both a special primary election and special general election to fill U.S. House vacancies, selecting from four authorized dates: the second Tuesday in March, third Tuesday in May, last Tuesday in August, or the Tuesday following the first Monday in November.

Requires candidates filling a vacancy in the U.S. House to comply with filing deadlines under Section 34-704 and specifies that election notice must be given as required in Section 34-602.

Declares an emergency, making the act effective immediately upon passage and approval.
