Amends Section 33-125B to revise pay for success contracting requirements, allowing the State Department of Education to enter into contracts with service providers for evidence-based programs designed to enhance student academic achievement.

Requires the State Department to withhold distributions to participating school districts or public charter schools until an external evaluator determines whether efficacy standards have been met; if standards are met, moneys are distributed per contract terms; if not met, moneys are released to the school district or charter school.

Establishes an oversight committee consisting of the state department's chief financial officer, subject matter expert, a representative from the state controller's office, and the chairs of the house and senate education committees to decide whether to enter into negotiations and monitor contracts.

Adds funding for pay for success contracting to the Educational Support Program under Section 33-1002 by identifying it as an allowable deduction from total state funds before calculating district support units.

Makes the amendments to Section 33-125B and the first amendments to Section 33-1002 effective July 1, 2017, with subsequent amendments to Section 33-1002 effective July 1, 2019.
