Increases the invasive species sticker fee for vessels documented through the United States Coast Guard or registered/numbered outside Idaho from $22 to $30 per vessel prior to launch into public waters.

Maintains the $10 fee for motorized vessels and sailboats numbered in Idaho and the $7 fee for nonmotorized vessels.

Retains existing provisions for licensed outfitter group rates and allows vendors to retain $1.50 of collected fees (except for in-state numbered vessels).

Deposits all remaining fees into the invasive species fund after deducting vendor commissions and up to 20% for department administration costs.

Takes effect on January 1, 2018.
