Authorizes the establishment of opt-in rural education support networks to coordinate educational and workforce development programs among school districts, higher education institutions, and businesses.

Requires each network to have at least 6 school districts and at least 1 rural school district as members, governed by the member organizations with a director hired by and accountable to members.

Network director salary, staff, benefits, rent, utilities, legal services, travel, and educational programs shall be funded by the superintendent of public instruction for the year established plus up to 2 additional fiscal years.

The superintendent shall establish one network in fiscal year 2018; additional networks may only be established after the legislature reviews the first network's three annual reports and determines the program effective.

The bill expires July 1, 2021, making it a temporary authorization subject to legislative review.
