Prohibits selling, planting, or possessing Japanese yew in Idaho, with "possess" defined as a landowner's knowledge of the plant's presence on their property

Requires all persons to adhere to control guidelines and mandates that landowners eradicate Japanese yew from their property

Directs the department to promulgate rules establishing procedures for landowners to follow when eradicating and disposing of Japanese yew

Allows landowners to apply to the department for exemptions at the director's discretion, with violations subject to penalties under Idaho Code section 22-2409
