Exempts draft legislation and communications specifically related to such draft legislation or research from public disclosure under the Public Records Act.

Exempts communications between members of the Idaho legislature and between members and legislative staff from disclosure.

Exempts personal identifying information of private citizens included in communications between private citizens and members of the legislature, with "private citizen" defined to exclude registered lobbyists, public officials, and organization representatives.

Defines "public official" to include elected, appointed, and employed officials of governmental entities, but excludes legislators.

Maintains existing exemptions for work papers of legislative services, legislative audits, and legislative performance evaluations prior to release of final reports.
