Creates Chapter 59 in Title 31, Idaho Code, establishing the "First Informer Broadcasters Act" to define terms and provide for broadcaster designations during emergencies

Defines "first informer broadcaster" as any Idaho broadcaster that applies to and receives designation from the Idaho Office of Emergency Management under rules established by the coordinator

Requires the unified incident command system and Idaho emergency operations plan to establish planning by July 1, 2017, allowing designated first informer broadcasters to access emergency-affected areas to repair critical broadcasting facilities and equipment

Grants designated broadcasters access to distribution of fuel, food, water, supplies, and equipment necessary for maintaining broadcast operations during emergencies

Prohibits seizure or condemnation of vehicles, fuel, food, water, and materials essential for broadcast operations belonging to designated first informer broadcasters

Authorizes the Idaho Office of Emergency Management to develop training courses for broadcaster personnel on personal safety and navigation in emergency areas, with all training costs paid by participating broadcasters
