Appropriates $52,029,400 to the Department of Juvenile Corrections for the fiscal year July 1, 2017, through June 30, 2018, divided across four operational categories: Administration ($4,174,200), Community/Operations/Program Services ($11,579,200), Institutions ($33,118,800), and Community-Based Substance Abuse Treatment Services ($3,157,200).

Authorizes funding from multiple sources including the General Fund ($27,334,500 in personnel costs), Juvenile Corrections Cigarette/Tobacco Tax Fund ($4,375,000), Federal Grant Fund, Miscellaneous Revenue Fund, and State Juvenile Corrections Center Endowment Income Fund.

Limits the Department of Juvenile Corrections to no more than 413 full-time equivalent positions during the fiscal year, unless the Governor specifically authorizes additional positions in accordance with Idaho Code Section 67-3519.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any positions authorized by the Governor beyond the 413-position cap.
