Removes language specifying the length of a charter school's initial term, establishing that charters may be renewed for successive five-year terms following an initial three-year term.

Allows high-performing charter schools that meet renewal criteria to exempt teachers from state certification requirements if they hold a baccalaureate or post-graduate degree in their subject, have 10+ years of professional experience in their field, or qualify to teach at an Idaho public university.

Requires uncertified teachers meeting exemption criteria to be classified as instructional staff and placed on the first cell of the residency compensation rung under section 33-1004B, Idaho Code.

Subjects exempt teachers to disciplinary action by the charter school board of directors in the event of ethics violations under section 33-5204A, Idaho Code.

Establishes renewal procedures requiring chartering entities to provide performance reports by November 15, allow 30-day responses, and vote on renewals by March 15, with decisions based on performance certificate metrics and independent fiscal audits.
